Convert a Buffer to an ArrayBuffer

The Node.js Buffer class provides a way to view and manipulate data in an underlying ArrayBuffer, which is available via the buffer property.

const nodeBuf = Buffer.alloc(64);
const arrBuf = nodeBuf.buffer;
